Military and Overseas Voters (UOCAVA)

The UOCAVA law helps U.S. military members and citizens living in other countries vote by mail in federal elections. It also lets them use a special form called the Federal Write-In Absentee Ballot (FWAB) for federal elections.

 

Who Can Vote This Way?

You can vote as a UOCAVA voter in Kentucky if:

  • You are in the U.S. military or Merchant Marines (active duty, reserve, or National Guard on active duty), or you’re a family member of someone who is.
  • You are a Kentucky citizen living in another country.
  • You live overseas and:
    • Used to live and vote in Kentucky before moving.
    • Would have been old enough to vote in Kentucky before you moved.
    • Were born outside the U.S., and:
      • Your parent or legal guardian was last registered to vote in Kentucky.
      • You haven’t registered to vote in any other U.S. state.

 

📝 How to Register to Vote

If you’re in the military or live overseas, you must register to vote first.

  • Fill out a Federal Post Card Application (FPCA) to register.
  • Your County Clerk must receive your FPCA before the voter registration deadline.

📬 How to Get a Ballot

If you’re already registered:

  • Use the FPCA form to ask for a mail-in ballot.
  • Your County Clerk must get your request at least 7 days before the election.
